Description

Since WorkPackages have been introduced to help produce scalability, the loads view and calculation should not include users outside the groups specified by the WorkPackage.

We probably should not list, at least by default, users with no allocated activities? Maybe we should display them but exclude them from average calculations.

Loads now only lists staff in the work package. At this time, the averages still take into account staff who are not loaded.

Now averages for allocated staff are also shown.
